Jeffrey Leung, Esq. joined TRS, LLC in 2009 as a Complex Claims Officer and Claims Counsel.  Mr. Leung has over 20 years of experience in the title industry and has handled claims that encompass a myriad of complex title issues including many specialty claims involving real property, bankruptcy, construction, criminal, family and probate law.

Mr. Leung began his career as Assistant Counsel for Ticor Title Insurance Company where he was responsible for researching and analyzing title issues, drafting coverage opinions, negotiating title claim settlements and providing counsel with claim assistance in resolving pending title lawsuits. Mr. Leung’s knowledge and commitment to quality set him apart and made him a sought after consultant on various title issues involving real estate matters and ultimately allowed him to advance into the role of Vice President and Senior Claims Counsel for several prestigious title institutions.

In 1999, Mr. Leung joined Chicago Title Insurance Company as Vice President and Senior Claims Counsel. At that time, Mr. Leung was assigned to oversee and manage the company’s western region which encompassed 10 states, and the territory of Guam.  In addition to overseeing claims in several states Mr. Leung developed several guidelines, policies and procedures related to instruction and streamlining the administration of title insurance claims, title insurance underwriting, escrow services and default services. Further, Mr. Leung supervised several junior legal counsel members and provided guidance on title claim litigation and resolution.

In early 2003, Mr. Leung became Vice President and General Counsel for New Century Title Company.  At New Century Title, Mr. Leung was responsible for overseeing several divisions of the company including the title, escrow, 1031 exchange, legal and business affairs divisions. In addition to his supervisory role, Mr. Leung drafted and reviewed company contracts, provided guidance on the company’s underwriting and risk management systems, prepared and conducted title administration training programs, acted as the company’s regulatory compliance officer, oversaw the administration of title and escrow claims and supervised outside litigation on several title and escrow matters.

Most recently, Mr. Leung acted as Vice President and Agency Counsel for LandAmerica Financial Group where he was responsible for managing the legal and business affairs for 150 national title agents throughout the United States. Mr. Leung not only assisted in managing the business relationships between title agents and state agency managers but also drafted agency and title re-insurance agreements and underwrote high liability residential and commercial transaction documents. Further, Mr. Leung’s served as a quality control agent for the company responsible for reviewing the administration of LandAmerica’s agency title claims.  Moreover, Mr. Leung also trained national and state title agents and developed several database and other technological systems to ease the administration of title claims.

Mr. Leung received a Bachelor of Arts in Psychology and a Bachelor of Science in Criminal Justice from California State University Long Beach. In 1989, Mr. Leung received a Juris Doctorate degree from Loyola Law School. 

Mr. Leung is currently a member of the Board of Trustees for Evergreen Baptist Church, and a volunteer for the Habitat for Humanity Mississippi Gulf Coast.
